Tenth Five-Year Plan, 2002–2007
- Tenth Five-Year Plan, 2002–2007
Attain 8% GDP growth per year.
Reduction of poverty ratio by 5 percentage points by 2007.
Providing gainful and high-quality employment at least to the addition to the labour force;*All children in India in school by 2003; all children to complete 5 years of schooling by 2007.
Reduction in gender gaps in literacy and wage rates by at least 50% by 2007;*Reduction in the decadal rate of population growth between 2001 and 2011 to 16.2%;*Increase in Literacy Rates to 75 per cent within the Tenth Plan period (2002 to 2007).
Eleventh Five-Year Plan, 2007–2012
The eleventh plan has the following objectives:
Income & Poverty
Accelerate GDP growth from 8% to 10% and then maintain at 10% in the 12th Plan in order to double per capita income by 2016-17
Increase agricultural GDP growth rate to 4% per year to ensure a broader spread of benefits
Create 70 million new work opportunities.
Reduce educated unemployment to below 5%.
Raise real wage rate of unskilled workers by 20 percent.
Reduce the headcount ratio of consumption poverty by 10 percentage points.
Education
Reduce dropout rates of children from elementary school from 52.2% in 2003-04 to 20% by 2011-12
Develop minimum standards of educational attainment in elementary school, and by regular testing monitor effectiveness of education to ensure quality
Increase literacy rate for persons of age 7 years or above to 85%
Lower gender gap in literacy to 10 percentage point
Increase the percentage of each cohort going to higher education from the present 10% to 15% by the end of the plan
Health
Reduce infant mortality rate to 28 and maternal mortality ratio to 1 per 1000 live births
Reduce Total Fertility Rate to 2.1
Provide clean drinking water for all by 2009 and ensure that there are no slip-backs
Reduce malnutrition among children of age group 0-3 to half its present level
Reduce anaemia among women and girls by 50% by the end of the plan
Women and Children
Raise the sex ratio for age group 0-6 to 935 by 2011-12 and to 950 by 2016-17
Ensure that at least 33 percent of the direct and indirect beneficiaries of all government schemes are women and girl children
Ensure that all children enjoy a safe childhood, without any compulsion to work
Infrastructure
Ensure electricity connection to all villages and BPL households by 2009 and round-the-clock power.
Ensure all-weather road connection to all habitation with population 1000 and above (500 in hilly and tribal areas) by 2009, and ensure coverage of all significant habitation by 2015
Connect every village by telephone by November 2007 and provide broadband connectivity to all villages by 2012
Provide homestead sites to all by 2012 and step up the pace of house construction for rural poor to cover all the poor by 2016-17
Environment
Increase forest and tree cover by 5 percentage points.
Attain WHO standards of air quality in all major cities by 2011-12.
Treat all urban waste water by 2011-12 to clean river waters.
Increase energy efficiency by 20 percentage points by 2016-17.

Chronology of events regarding human rights in India1829 – The practice of sati was formally abolished by Governor General William Bentick after years of campaigning by Hindu reform movements such as the Brahmo Samaj of Ram Mohan Roy against this orthodox Hindu funeral custom of self-immolation of widows after the death of their husbands.
1929 – Child Marriage Restraint Act, [3] prohibiting marriage of minors under 14 years of age is passed.

1950 – The Constitution of India establishes a sovereign democratic republic with universal adult franchise. A recent UNCTAD survey projected India as the second most important FDI destination (after China) for transnational corporations during 2010-2012. As per the data, the sectors which attracted higher inflows were

FDI for 2009-10 at USD 25.88 billion was lower by five per cent from USD 27.33 billion in the previous fiscal. Foreign direct investment in August dipped by about 60 per cent to USD 1.33 billion, the lowest in 2010 fiscal, industry department data released showed
Sterilisation
In the financial literature, sterilization is a term commonly used to refer to a central bank's operations which mitigate the potentially undesirable effects of inbound capital - currency appreciation and inflation.
Depending on the source, sterilization can mean the relatively straightforward re-cycling of inbound capital to prevent currency appreciation and/or a wide range of measures to check the inflationary impact of inbound capital.
The classic way to sterilize the inflationary effect of the extra money flowing into the domestic base from the capital account is for the central bank to use open market operations where it sells bonds domestically, thereby soaking up new cash that would otherwise circulate around the home economy. [6] A central bank normally makes a small loss from its overall sterilization operations, as the interest it earns from buying foreign assets to prevent appreciation is usually less than what it has to pay out on the bonds it issues domestically to check inflation. However in some cases a profit can be made.[7]
In the strict text book definition, sterilisation refers only to measures aimed at keeping the domestic monetary base stable - an intervention to prevent currency appreciation that involved merely buying foreign assets without counteracting the resulting increase of the domestic money supply would not count as sterilisation
Balance of Payment
India is the fourth largest economy. China has replaced Japan as the second largest economy. THis is mainly because of the Yuan which has been poorly valued compared to the US dollars. Earlier India has been following a protectionism kind of policy towrds economy. But from 1991 the liberalisation process started transforming India into a global power. The privatisation of public sectors was also enhanced thereby bringing about competition between the companies. Many public sector companies have been opened up for the public. The GDP Gross Domestic Product growth of India has been incresing but with the recent recession in 2007 -10 it has slowed down. The inflation is also high. Now we must see what is a Fiscal deficit
The BOP Balance of payment in lay mans terms is the difference between the amount that has been spent in export and the amount that has been spent in import. This difference should be equal to zero. If not then it would result in a deficit. The surplus country will enjoy while the deficit will suffer. The government has to be careful un its trade policies.
Current Account
The current account is the sum of the balance of trade (exports minus imports of goods and services), net factor income (such as interest and dividends) and net transfer payments (such as foreign aid)The current account balance is one of two major measures of the nature of a country's foreign trade. It is called the current account because the goods are consumed in the current period.
Factor income is the sum of the interest from the investment and the remittances from the people living abroad to their families.
Capital Account
Whereas the current account reflects a nation's net income , the capital account reflects net change in national ownership of assets.
Foreign direct investment (FDI) ,
refers to long term capital investment such as the purchase or construction of machinery, buildings or even whole manufacturing plants. If foreigners are investing in a country, that is an inbound flow and counts as a surplus item on the capital account. If a nations citizens are investing in foreign countries, that's an outbound flow that will count as a deficit. After the initial investment, any yearly profits not re-invested will flow in the opposite direction, but will be recorded in the current account rather than as capital.[1]
Portfolio investment
refers to the purchase of shares and bonds. Its sometimes grouped together with "other" as short term investment. As with FDI, the income derived from these assets is recorded in the current account - the capital account entry will just be for any international buying and selling of the portfolio assets.[1]
Other investment
includes capital flows into bank accounts or provided as loans. Large short term flows between accounts in different nations are commonly seen when the market is able to take advantage of fluctuations in interest rates and / or the exchange rate between currencies. Sometimes this category can include the reserve account.[1]
Reserve account.
The reserve account is operated by a nation's central bank, and can be a source of large capital flows to counteract those originating from the market. Inbound capital flows, especially when combined with a current account surplus, can cause a rise in value ( appreciation ) of a nations currency - while outbound flows can cause a fall in value ( depreciation ). If a government ( or if its authorised to operate independently in this area, the bank itself) doesn't consider the market driven change to its currency value to be in the nations best interests', the bank can intervene
Investment is in the capital account but interest from the investment is in the current account.

SWOT analysis
Let me analyse my stand at present.
- I am strong in Polity. This has turned out to be my interest. Once you get famliar with the jargoans you really start to work more to learn abot Indian polity.
- HIstory is my optionl and no doubt I am a bit ahead
- Geography is the question of the hour. I am not getting the approach to start off. so this is a bit lagging. But my first preference to start would befrom the basics.
- Economy is really confusing unless you have a background in management.
- Science is an ocean. So care should be taken that you do not waste much of your time just skimming through factss. Becase superficial reading will never help. YOu might have heard people that this is about generalists so dont go deep into facts. But mark my words choose the topics wisely and saturate it. Choosing the topics is the key which you have to learn by experience.
- The other sections are pretty overlapping. YOu cant ignore one from other.

Raja Arrested

Finally the rally against corruption has got its worth. Raja was protected by the DMK and Congress even after prima facie evidences show that he was involved in the case. After the oppositions stand, the CAG report and the Supreme courts verdict finally the CBI have arrested A.Raja. But the problem is not over there are questions that have to be answered on the policy formulation during the allocation process and the way it was implemented.
But the good side of this arrest is that the common men have shown their part in bringing a member of the parrliament before court.
- The Public interest litigation filed by Prashanth Bhushan was the first step in digging into this corruption. A Public interest litigation can be filed by a person who feels that a deccision that has been taken will in one way or the other affect the welfare of the people. Prashanth Bhushan is an emminent advocate and has proved time and again that the judiciary is for the greater good of the people.
- Next was the one filed by Subramaniam Swamy to which made them dig deep into the case.
- The oppsition was waiting to prey upon the UPA and this was a boon. They went a step more to boycott the entore winter session of the parliament asking ffor a Joint Parliamentary committee.
- Now what is a joint Paliamentary commitee?
- Is it needed since the Public Acccounts committe is already a parliamentary committe that is headed by the opposition member?
- The CAG has looked into the entire accounting and has given the verdict that there has been corruption why do we still have to form the JPC?
- In case if the corruption is proved then is it the political members or will it be also the bureaucrats who will be arrested?
- Will the lobbyists be left free?

Constitution of India
THe Constitution of India has been the guiding book behind running the country. The preamble puts forth the Ideas that have been the essence of the drafting committe. The drafting committe was headed by Dr.Ambedkar. The chairman of the constituent assembly was Dr.Rajendra Prasad. It deals with all the rules related to union .state and the district level administration. Even details have been given about the panchayat and the municipalities. even the minutest of details have been taken care. The powers of the executive,judiciary and the legislative have been given clearly.Indian constitution is the longest written costituiton consisting of 395 Articles and 22 Parts.

How to become a collector ?
This is a question that is in the minds of all youth. They see the collector giving away prizes at all functions and feel that they should also become someone great like him. But once they get back home they get embroiled either with the movies or games. Have they taken the step to achieve what they aspire will always be left unanswered. The youth of today may say that they were not guided but are they to be guided? Just click on the google search bar " How to become a collector" then you are put forward with many forums where they discuss how to become. So it is upto you. Anyone who stumbles upon my blog may become aware of what is to be done. The ads that I have placed are related to these coaching centres. These centres direct you if you are zero in this field.
The Civil Services exam takes place in three stages.Crossing the first step takes a year of preparation combined with the general data that you have collected all through the years. There have been recommendations by the Kothari Commitee and the Satish Chandra Committe but the latest pattern for prelims has a paper on general studies for 200 marks and a CSAT (Civil Services Aptitude Test) for 200 marks.
Now it is not enough if you just know the facts, you should have the ability to articulate about whats you know. You have to put forward the facts in a pleasing way in the mains exam.The mains exam happens during the month of October and only the people who have cleared the preliminary will be called for. this will be around 2000 twice the amount of the people who are usually recruited.
The final step is an interview which has a weightage of 300 marks. earlier the interview was a do or die. But these days these scores just add up to the marks that you have scored in the mains.
So when you have finally cleared the exam you have traveeled a time distance of one year. You have achieved your goal at the cost of loosing your petty happiness. This shows your character. You have sacrificed for the sake of the development of the people.

Union Public Sevice Commission
The union public service commission is not known to most people. I just dont know why we people are not told about this in schools and colleges. All we are taught is about science and science. I do accept that the world is fast moving towards robotics but who is to manage the activities. Who is to take care of controlling the law, the day to day functioning. Most of the people who get into this services are rather old when they clear the exams. But what the service needs is young and energetic people. The Union Public service Commission was set up to conduct common exams and is a statutory body. The commission is best known for the exams

There are enough policy formulaters in India the problem is that we dont have men who have the backbone to implement them. And a few who really try it loose their power. I am not blaming the politicians I am blaming the system. The least we can do is get into the system and change it just like Faizal the last year topper in Civil service examination ( a Kashmiri) has thought of doing. We will discus lots more on this.
